Bizarre Coverage of Upper Keys Animal Shelter Continues
As a life-long animal lover, I’ve been following the Upper Keys Animal Shelter story with interest. Here’s the latest from the Citizen: Shelter contract renewed with changes.
It’s a sad situation. The Upper Keys shelter has the highest euthanasia rate by far of any of the three shelters. There’s been no real effort to get to the bottom of it. When the Free Press first reported on the issue, the County Administrator was quoted as saying he would have someone look into it. That seems to be where it ended. Continue reading
Monroe County Budget Season Look Ahead
Monroe County held its first budget meeting on April 8. At that meeting, they discussed the schedule for the rest of the budget season. Here’s some screen shots.
Please No More Excuses
Watching the BOCC discussing the swap interlocal was painful. I’m glad they approved it, but it was painful. It is the very first step in resolving the $26 million funding inequity. They also made it very clear that they would have no objection to paragraph 16 being removed. Knowing that, it’s a very simple matter to delete that troublesome part of the agreement. This is reason enough to be cautiously optimistic.
Now for the bad news. The excuses and justifications were running thick. That was the painful part. It was unseemly and makes me wonder how sincere the county really is about fixing the problem. The BOCC seems more concerned with justifying their actions than about the financial squeeze they put on Key Largo taxpayers. Time to debunk those excuses once again. Continue reading
From KeysInfoNet – Contractor error slows North Key Largo speed to 45 mph
Wow. This is an interesting one. The county recently completed a bike path project on C-905. Apparently, as a result of that project the travel lanes were narrowed to something less than 12 feet. The speed limit had to be reduced from 55 mph to 45 mph. Continue reading
BOCC Approves Swap Interlocal

Upper Keys Animal Shelter Update Buried in Waste Management Article
From today’s Citizen, buried in an article about waste management:
Without comment, [the BOCC] approved a five-year contract with the Humane Animal Care Coalition, Inc., to provide animal control services from Mile Marker 70 through Mile Marker 112, including Ocean Reef and Islamorada.
The annual contract remains at $287,539. The coalition, run by Marsha and Tom Garrettson, has held the county contract since 1997.

Hmmmm. Well, its actually worse than that. The county has engaged in some very questionable behavior with regard to Army Corps funding. This is only the latest discovery.

I’ve struggled with whether to write about the county’s behavior when it comes to the Army Corps money.
I’ve written several posts and then deleted them. Part of me thinks this is all in the past so why dredge it up. Another part of me wonders how to paint a complete and accurate picture without discussing it. This latest revelation just tore it for me. I think its better that I at least tell people about this, especially Key Largo taxpayers. Then they can form their own opinion. Continue reading
Monroe County’s New Data Portal
Monroe County has a link on its website to a new data portal. There’s a lot of information there. It might take some doing on the user’s part to put it together into some sort of informative format, but as a taxpayer I appreciate the effort. Greater transparency has been needed for a long time.
The Real Poop on the Infrastructure Sales Tax
At one time, Monroe County introduced the notion of “donor” and “recipient” communities. They put out a report asserting that Key Largo was a “recipient” community. Here’s a link to a newspaper article about it. The report was so poorly done, I threw it away. I regret that now because I would like to share it with you. The county did not provide the information needed to back up their assertions. There was no way to know where they got their numbers, and there was no way to follow their logic or check their conclusions.
