Swap Agreement Follow-up

I have zero confidence in the county’s willingness or ability to follow through on any action that may relieve the extremely unfair wastewater funding disparity that they have imposed on their taxpayers in Key Largo.  I have good reason to feel that way given the county’s history of denial and deception, deception, deception, and more deception.

The one way out of this mess right now is the swap agreement.  And I’ve only seen negative signs from the county regarding that.  There is the unresolved shadiness surrounding paragraph 16 of the agreement.  Also comments were made to the press that seemed to suggest that the county was setting the stage to renege.  With all that in mind, I thought it might be wise to follow-up.  I’ve provided a link to the resulting email chain below.  The grudging responses do little to inspire confidence.  Even so, it looks like there might be some movement.

We Are Experiencing a Lull

I haven’t been posting as much lately.  Sorry about that.  I’ve been doing some visiting and traveling.  Also this next series of posts is a pretty ambitious research project.  It’s going to take some time to gather the information and put it all together.  But I think it will be worth it in the end.  If nothing else, Key Largo citizens will have the tools they need to better their situation if they choose to so.

Monkey Math – General Fund Revenues

I’ve written here, here and here about how Monroe County likes to manipulate numbers.  This post is about the document that was prepared in order to stifle talk of incorporation by creating the impression that Key Largo isn’t much of a contributor.  The mythical small contribution also serves as an excuse to justify the wastewater funding inequity.  There are a couple of obvious problems with this contention:

  1. It is factually incorrect.  I’ve already discussed Key Largo’s contribution to the infrastructure sales tax here and here.  Key Largo’s contribution to taxable property values is discussed here.
  2. It is irrelevant.  When it comes to wastewater funding, the size of Cudjoe Regional’s contribution certainly doesn’t matter so why should Key Largo’s?  I’ve compared the two here and here.  I will mention it again throughout this post.

Monkey Math – A Great Find!

Remember when I said this in an earlier post?

At one time, Monroe County introduced the notion of “donor” and “recipient” communities.  They put out a report asserting that Key Largo was a “recipient” community.  Here’s a link to a newspaper article about it.  The report was so poorly done, I threw it away.  I regret that now because I would like to share it with you.

It turns out, I do still have that report.  I ran across it by accident while I was researching something else.  One of my missions is to deconstruct county rhetoric and get to the truth.  Another is to provide Key Largo citizens the information they need to make smart decisions about their future.  I think going through this document will be a good springboard for both discussions.  I’m going to break it down into segments and then do a wrap up at the end because it’s going to be a big job.

There are a few interesting items in the papers.

Utilities manager fired and replaced

On the Key Largo Wastewater Treatment District issues, different commissioners have different styles.  Some dig in and want a lot of information.  They want to make sure they are fully informed about the issues they’re being asked to decide.  Others just take the “no news is good news approach”.  They win elections either way and they get paid either way.  Historically, the whole reason for having an independent engineer and an independent accounting firm was to have a check over the General Manager (GM).  It’s worked quite well in the past.  On the other hand, the District has also struggled with Board overreach.  As a result there have been major problems with both operations and finance in the past.

Striking the right balance between board oversight and board overreach is an ongoing struggle.  The GM has to be able to manage through it.  If the GM is withholding information or providing conflicting information, that is definitely a red flag.  This is the reason I included the link to the Marathon story.  Marathon’s wastewater utility is now out of compliance with FDEP requirements.  The Utilities Director was replaced, in part, for setting up separate email accounts, presumably to hide information about the deteriorating situation.  I’m sure that is on the minds of some Key Largo wastewater commissioners.

Hemeyer was placed on probation for six months in June after she purchased computer equipment without the knowledge of the city’s IT department and used non-sanctioned email accounts to correspond with staff outside of Florida’s Sunshine Law requirements.

There’s also an update on the fish kill which I previously discussed here.  It’s a natural occurrence – low dissolved oxygen caused by warmer temperatures.  Maybe summer time aeration would help?

Oh boy.  They might want to clean up the mess they’ve made of the wastewater projects before they go on another spending spree.  How much is this land purchase going to cost?  Who benefits?  Will there be any more cost escalations on Cudjoe Regional?  Will Key Largo taxpayers ever see any fairness or financial relief?

Key Largo and Cudjoe Regional

After I published my post on Cudjoe Regional and Rowell’s Marina the other day, it occurred to me that none of the citizens in the unincorporated area feel they have been well-served by the county when it comes to the wastewater projects.  Key Largo and Cudjoe Regional are the two largest projects in the unincorporated area with a combined EDU count of around 23,000 and combined flows of over four million gallons per day.  Together they are about the same size as Key West’s wastewater system. More GM Drama

More drama at the Key Largo Wastewater Treatment District.  My two cents:

  1.  Employees come and employees go.  Losing the Operations Manager is significant, especially when it’s someone as capable as Dan Saus.  But the GM (General Manager) should be able to handle the situation without it devolving into chaos.
  2. Past District GM’s were both engineers with prior utility industry experience who could step in and run operations if needed.  It provided a measure of redundancy and stability that is not available in the current situation.  The Board may want to consider reviving that strategy if they ultimately choose to make a change.

Good luck, District.  This, too, shall pass.

I Ask Questions

question-mark-358143__340I watched part of the County’s last budget meeting and I started to get concerned.  It looks like the BOCC (Board of County Commissioners) is attempting to abandon the wastewater funding issue.  Unfortunately, this would do a huge disservice to the citizens of the Keys – particularly those in Key Largo, Islamorada and Cudjoe Regional.
