Remember that movie, “Mars Attacks”?  All the people in Vegas were gathered around to meet the alien visitors when suddenly the Martians opened fired with their ray-guns obliterating anyone within range.  Right before the Martians attacked they said, “Don’t run.  We are your friends.”  The county’s behavior lately makes me think of that scene.  I have a weird feeling that the county is about to nuke Key Largo…again.  I hope I’m wrong.  I hope it’s just a hangover from bad past experiences.  Many, many bad experiences. FINALLY!!! Real Money to Address Wastewater Funding Disparity

happy danceI just saw this very exciting item on KeysNews.com.  After a vague attempt to renege and tons of other nonsense, Monroe County has finally made it’s first million dollar payment to the Key Largo Wastewater Treatment District (District).  I hate to be so cynical and suspicious but I wonder what prompted that.  They certainly didn’t do it out of the goodness of their hearts. Peary Court – Not Adding Up

The purchase of Peary Court is such a high priority for some in Key West, that they are willing to pay $55 million for a property that was purchased for $35 million about two years ago.  That’s quite a return for the seller.  It is considered so crucial by some that they’ve formed a PAC called Housing First.  Housing First has an oddly specific mission.  Rather than showing concern for Key West’s affordable housing shortage in general, it is hyper-focused on the purchase of Peary Court.

The stated reason for this purchase is to preserve 157 units of “workforce” housing.  In plain English that means that Key West will pay $20 million more for 157 housing units that already exist.  Not only that, they will borrow $46 million to do it and use up every penny they’ve accumulated from the Tourist Impact Tax (TIMP).  Will this huge expenditure even make a dent in the problem? Emergency Services Surtax – Sneaking Around?

I’ve been reading up some more on the Emergency Services Surtax.  It turns out that there was a change made to the law in July 2015.  From the 2015 Local Government Financial Information Handbook, page  195.

Chapter 2015-169, L.O.F., (CS/CS/HB 209) removes the requirement for the county government to enter into an interlocal agreement as a prerequisite for holding a referendum on the surtax. If the surtax is approved by referendum, the proceeds will be distributed to all local government entities providing emergency fire rescue services in the county. The legislation provides that surtax proceeds will be distributed to all participating entities providing emergency fire rescue services in the county based on each entity’s pro rata share of spending on such services in the county over the five preceding fiscal years.

I am very suspicious of this Emergency Services Surtax (ESS) proposal for a number of reasons.

  1.  It is detrimental to the major sales-tax generating areas of the Keys, especially Key West and Key Largo.
  2. It rewards excessive spending by Monroe County and penalizes the responsible spending of the other entities.
  3. The county is arguing for this tax with unsupported assertions and bogus claims.

The removal of an interlocal agreement among the entities as a prerequisite is definitely cause for concern.  The fact that the county didn’t make this proposal until after that prerequisite was removed is significant.  It means that the county knew they would never get the other entities to bite.  They want to make an end run around them and go directly to the voters.

Hopefully the voters are too smart to fall for it.  I’ll certainly do my best to punch through the spin.

Emergency Services Surtax – It’s a Shift Alright

New Monroe County LogoI want to make a brief point about the sales tax.  Key West is the largest generator of the sales tax in the Keys – by far.  Key Largo is second.  The two areas are actually very close when it comes to what they contribute to the county.  And that is because Key West is incorporated and Key Largo is not.  Key West gets a share of the sales tax directly from the state.  Whatever is spent in Key Largo is up to the discretion of the county – and you know how that goes.  Key Largo really doesn’t have much say in how the money it generates is spent – especially because of its weak representation on the Board of County Commissioners (BOCC). Cudjoe Regional Failures?

[Sewer Failure] Word on the street, especially from the guys trying to repair it, is that the Cudjoe Regional sewer collection system is a huge failure that does not work as intended. That is with only about 350 connections! How will it work with 9,000!

There is a groundswell developing to petition the State to be able to retain septic systems and other onsite treatment as backup to this “grand experiment” as, I think, Kevin Wilson called it in a public meeting. It is on video, anyway. A brand new grassroots group is currently being formed to handle this petition. To write a convincing petition, we need eyewitness reports of the system failures, so they can be documented. FKAA management is hiding all they can, of course.

Reports of sewer failures may be sent to CudjoeFail@mail.com for now. The more detail you can include, the better, but date, location, and nature of the failure are important. If you can include time of day and service truck numbers, so much the better. Already it has been reported that:
-The gravity area lift stations are not all pumping to the plant. A vacuum tank truck is being used to suck out the contents and carry it to the plant.
-There is massive inflow & infiltration in this brand new system that is filling lift stations during rains even when there is nobody connected.
-The telemetry system that is required by the State to radio reports of lift station alarms to a dispatcher for repair response is not working. The alarm light and horn have been disconnected in troubled stations so people will quit calling in on stations that cannot be kept out of a high water condition for long.
-One lift station has reportedly had 3 of the inappropriate and illegal E-One residential pumps have burned up already. In that severe service, they were projected to last 5 years, not 5 weeks!
-Individual (simplex) grinder pumps have already burnt out.
-The plan to keep the illegal non-explosion-proof pumps in lift stations fully submerged so they cannot ignite a sewer explosion has not worked out well, so now the pump motor is being exposed where it can potentially ignite sewer gasses or flammable liquid vapors. Watch out for flying manhole lids and projectile vomiting toilets.
-Some brand new gravity sewer pipes are being found clogged with dirt. Did pipes break or come apart?

Keep your eyes open, watch what’s going on, ask questions, and please report those failures to CudjoeFail@mail.com. If you need to stay anonymous, no problem. Nobody can report failures better than an FKAA or contractor’s employee. When the petition is available, you will know it.

Don’t know if it’s true or not.  It wouldn’t shock me if it is.  There are ongoing issues at Big Coppitt and that was a traditional gravity system.  Cudjoe Regional has a lot of gravity lift stations outfitted with grinder pumps designed to serve single-family homes.  I’m told that some of these stations have eight pumps.  Bizarre.

The fact that the Cudjoe Regional system cost $196 million to build already aggravates my guts.  How much more is it going to cost to make this thing work now?  Ugh.

Emergency Sales Surtax – “White Paper”

RobertDeNiro_MeetTheParentsThis Emergency Sales Surtax (ESS) proposal is pretty typical of the way Monroe County operates.  They float some half-baked idea and make a bunch of vague promises about how it will reduce the burden on the locals and place it on the tourists.  This is how they get the voters to bite.

As we know, Monroe County absolutely botched the wastewater projects.  The Cudjoe Regional project is a shameful example of waste and incompetence.  The project started out at $147 million.  It now stands at $196 million.  Not only that, the Board of County Commissioners (BOCC) approved a $10 million assessment reduction for customers in the Cudjoe Regional area in a cheap attempt to silence their questions.  That’s a $59 million increased burden on county-wide taxpayers. Kolhage – Another Bromance?

New Monroe County Logo2Update:  Still looking into how all these bubbas are tied together.  At this point, it looks like the Daniel Kolhage who does business with Greg Veliz and Marcus DelValle could be Danny Kolhage’s son, Daniel.  It’s hard to say.  Sunbiz doesn’t give much information.  Research ongoing.

County Commissioner Danny Kolhage likes to portray himself as a respectable, financially responsible guy.  Some people actually fall for it!  I’m ashamed to say that I did.  But that image falls apart pretty fast when you start really looking into things.

I’ve already documented numerous instances of Kolhage’s double-talk, and his various associations.  Some of which are very financially convenient.  Others of which are just plain shady – particularly his long-time “bromance” with Greg Veliz, the new Assistant City Manager of Key West.  It seems the two have gotten into a bit of trouble together – forgot to pay sales tax.  Those scamps!
